7. The Prioritization Process 2010

Alignment with the National Institute of Food and Agriculture (NIFA) and the United States Department of Agriculture (USDA) priorities
Availability of support and technical assistance for quality implementation of curriculum

When establishing national priorities for curriculum development, the following things are considered:
Emerging and current societal issues
Current or projected youth participation
Gaps that exist in non-formal youth programming
Expressed interest by youth and families
Capacity of the system to respond and/or deliver
Contributions to future workforces
Priorities of current or potential funding partners

Mission Mandate teams and National Program Leaders at USDA are tasked with identifying and establishing priorities within the mission mandate areas: Science Engineering and Technology (SET), Healthy Living, and Citizenship. These priorities are communicated to NIFA, 4-H National Headquarters, and National 4-H Council.  Typically, a National Request for Applications is announced, in direct response to the need for curricula addressing a particular content area.
